Bill would adjust how SC universities finance construction projects

A legislative move could streamline the process Clemson and other universities use to finance building projects.The so-called “enterprise bill,” S. 535, proposed last year by Clemson officials and passed by the Senate was revised and passed by the House Ways and Means Committee.

The older version applied solely to Clemson and would have allowed the school to operate largely independent of state oversight in fiscal matters such as purchasing, land acquisition, building and more. The new language is limited to allowing all state universities with strong credit ratings to forego some of the state-level reviews now required before financing construction projects.
